The project “Strengthening the Delivery of Early Childhood Education and Community Support for Learning in Rwanda” (RW 22 NDICI SO 01 25) aims to improve early childhood learning outcomes by increasing children’s access to quality early childhood education and strengthening parental and community support for early education.

This EU Twinning Project is a strategic alliance between the Rwandan Ministry of Education, Lithuania’s Ministry of Education, Science and Sport, and Finland’s Häme University of Applied Sciences designed to strengthen Rwanda’s capacity to achieve national Early Childhood Education (ECE) targets. Funded by the European Union and coordinated by the European Social Fund Agency, the initiative is structured to support Rwanda in delivering evidence-based, child-centered, and play-based learning solutions to enhance foundational learning across the country.

Project Details

  • Project Duration:The project officially launched in September 2025 and is scheduled to reach completion by September 2027.
  • Project Value:The total budget for this Twinning initiative is 2,000,000 EUR.
  • Main Beneficiaries:The direct beneficiary is Rwanda’s Ministry of Education (MINEDUC), with affiliated support for the Rwanda Basic Education Board (REB), the National Examination and School Inspection Authority (NESA), Kigali Public Library (KPL), and National Child Development Agency (NCDA).
  • Project Partners:The project is implemented by a consortium including the Ministry of Education, Science and Sport of the Republic of Lithuania (MoESS), the European Social Fund Agency (ESFA), the National Agency for Education (NAE), and Häme University of Applied Sciences (HAMK) from Finland.

Key Focus Areas and Objectives

The project is structured around four components designed to modernize Rwanda’s ECE system:

  • Increased Access:Developing and updating an expansion plan for pre-primary and formal ECE services and community-based ECD programs.
  • Improving Instructional Quality: Strengthening pre-primary teacher professional development frameworks and supporting a sustainable ecosystem for effective play-based teaching and learning materials (TLM).
  • Quality Assurance:Support the updating of the national school inspection framework and developing classroom observation tools to effectively monitor play-based teaching practices.
  • Community Engagement:Developing a culture of parental support for learning and increasing the time children spend reading and learning outside of school.

Main Project Activities

  • Expert Missions:Conducting targeted technical missions to support policy and framework development through reviews, gap analyses, and strategic recommendations.
  • Capacity Building:Providing specialized training for NESA, MINEDUC, KPL, NCDA, and REB staff through the ECE Expansion Plan.
  • International Study Visits:Organizing structured study visits for Rwandan education professionals to observe European best practices in kindergartens, ECE policy and practice, and inclusive education.

Targets and Deliverables

The project delivers a range of strategic, technical, and capacity-building outputs across four interconnected components:

Priority Area 1: Infrastructure Expansion and Learning Environment Improvement

  • Design a national pre-primary expansion plan to guide MINEDUC, technical agencies, and development partners in scaling physical capacity and upgrading early learning environments.
  • Operationalize mapping tools to align international development contributions and mobilize strategic investments to bridge funding gaps for infrastructure and environment expansion.

Priority Area 2: Teacher Recruitment, Professional Standards and Workforce Development

  • Formulate a comprehensive five-year resourcing strategy for Teacher Training Colleges (TTCs) to build long-term institutional capacity and elevate ECE workforce standards.
  • Execute targeted capacity-building programs for MINEDUC, NESA, REB, and NCDA staff to build core competencies in coordinated service delivery, evaluation, and reporting.

Priority Area 3: Play-Based Learning and Curriculum Reform

  • Map a cost-effective package of play-based teaching and learning materials (TLM) designed for wide classroom adoption.
  • Refine and embed standardized play-based evaluation metrics directly into the National School Inspection Framework (NSIF), backed by observation tool for play-based practices.

Priority Area 4: Equity, Inclusion and Access

  • Utilize partner mapping tools and the national expansion framework to direct development investments toward historically under-resourced regions and vulnerable populations.
  • Integrate equity, inclusion, and access targets directly into inter-agency evaluation metrics, TTC training plans, and national school inspection tools.
