Projects being Implemented by the Agency
At the moment within the scope of the measure VP1-5.1-FM (TI)-01-V of the VP 1 Human Resource Development Programme of Lithuania 2007-2013, the Agency is implementing the project Implementation of Functions Delegated to the European Social Fund Agency for the Implementation of the Strategy on the Use of the EU Structural Support and Human Resources Development Programme of Lithuania 2007-2013 (Project No VP1-5.1-FM-01-V-01-001).
The Agreement on Project Implementation was signed on 24 March 2009.
The Project is to be closed by December 31, 2015.
 
The aim of the Project is to ensure a proper functioning of the EU structural support administration system.
The funds of the project are allotted for the implementation of the ESFA functions assigned by the Regulations on Distribution of Responsibilities and Functions (LRV 2007-10-17 No 1139) and fulfilment of all tasks necessary for the closure of the SPD.
In order to perform the assigned functions in a proper manner, the Agency will focus on the employee qualifications and competence, as well as on activity optimization and improvement of the performance efficiency.
Technical support funds will enable to improve working conditions for the employees engaged in the administration of the EU SF support. 
 
Within Implementation of the Project:
- employees administering the EU SF support will acquire new knowledge and skills necessary for the implementation of the assigned functions. It is projected to analyze the competence improvement needs of the new and old-time Agency’s employees performing assessments and administering the ESF projects for the period 2007-2013, arrange necessary training and probations for the Agency’s personnel in relevant institutions of other countries in order to adopt Good Work Practice.
- a proper performance of the functions assigned to the Agency will be ensured via organization of the ESF application assessment and screening processes; an appropriate administration of the ESF projects will be ensured through the analysis of questions and documents submitted by the project developers, control and supervision of public procurement processes, verification of reports and payment applications submitted by the project developers, consultations for the project developers, and on-the-spot verifications. 
- the Agency is going to produce procedures, as well as to introduce relevant systems necessary for the work optimization and performance efficiency.
- activities necessary for the successful closure of the SPD will be undertaken.
- in case of the large number of the administrated structural support projects within 2007-2013, there will be a possibility to outsource some consultancy activities and services ensuring an effective project implementation and efficient use of the funds to external experts providing timely and competent services. 
- the employees administering the EU SF support will be ensured proper working conditions.   
 
At the moment within the frames of the measure VP1-5.2-FM-01-V of the Human Resources Development Programme VP1 of Lithuania 2007-2013 the Agency is implementing the project Implementation of Information and Publicity Measures in Administering of the Human Resources Development Programme within the EU Structural Support Programming Period of 2007-2013 (Project No VP1-5.2-FM-01-V-01-001).
The Agreement on the Project Implementation was signed on March 17, 2009.
The Project will be closed by December 31, 2015.
 
The aim of the Project is to ensure a proper implementation of the information and publicity measures in administering of the Human Resources Development programme within the EU Structural Support programming period of 2007-2013.   
 
The goals of the Project are to increase public awareness of the EU Structural Support, and to improve the enlightening of the target groups of the ESFA as implementing institution in the Human Resources Development Programme.
 
The activities of the Project pertain to the implementation of annual schemes under information and publicity, as well as strengthening of the applicants’ and project developers’ information and publicity skills (informative events, training approaches for potential applicants, doors open days, devising and production of various publications, training for project developers, upgrades to the ESFA website, production of representation gifts). 
 
Projects Implemented by the Agency
In accordance with measure 5.1 Support for Development, Management, Supervision and Control of the Programme of Priority Axis 5 Technical Support of the Single Programming Document of Lithuania 2004-2006 the Agency closed the project Administering of the European Social Fund Projects (HRDSF) No.BPD2004-ERPF-5.1.0-01-040002.
During the implementation period (January 1, 2004-July 1, 2005) with the means of the EU technical support funds, administrative skills of the Agency’s employees engaged in the administering of the ESF programme were strengthened, i.e. the Agency employed necessary members of the staff, improved the qualifications of the employees, fitted-out the required workstations for the personnel, and acquired the work equipment projected in the budget. Using the Project funds the Agency undertook the evaluation of the applications submitted for the funding under measures 2.1, 2.2, 2.3, 2.4, and 2.5 of Priority Axis 2 Human Resources Development of the Single Programming Document of Lithuania 2004-2006. Furthermore, it undertook 10 applicant information and consultancy initiatives.
 
Within the scope of measure 5.1 Support for Development, Management, Supervision and Control of the Programme of Priority Axis 5 Technical Support of the Single Programming Document of Lithuania 2004-2006 the Agency closed the project Administering of the European Social Fund Projects (ESFA) No BPD2004-ERPF-5.1.0-02-05/0001.
Within the period of the Project implementation (13 October 2005-31 December 2006) the Agency improved the qualifications of its employees, fitted-out the required workstations for the employees, and acquired the work equipment projected in the budget. With the means of the Project the Agency undertook the evaluation of the applications submitted for the funding under measures 2.1, 2.2, 2.3, 2.4, and 2.5 of Priority Axis 2 Human Resources Development of the Single Programming Document of Lithuania 2004-2006. Within the Project implementation period the employees of the Agency administered 638 projects of the European Social Fund, verified and approved payment applications and reports on implementation, coordinated public procurement documentation, and performed on-the-spot verifications of projects. With the means of the Project the Agency implemented and introduced its quality control system. On 18 May 2006, the activity of the Support Fund European Social Fund Agency in Administering of the ESF Measures was granted ISO 9001 Quality System Certificate No 19027A.          
 
At the moment within the frames of measure 5.1 Support for Development, Management, Supervision and Control of the Programme of Priority Axis 5 Technical Support of the Single Programming Document of Lithuania 2004-2006 the Agency is implementing the project Evaluation and Administration of Projects Supported by the European Social Fund No BPD2004-ERPF-5.1.0-03-06/0004. It is scheduled the project will proceed with activities launched by the projects Administering of the European Social Fund Projects (HRDSF) and Administering of the European Social Fund Projects (ESFA). Undertaking such project the Agency will pursue the goal to ensure a proper performance of the implementing institution’s functions assigned to the Agency for the administration of measures provided for by the SPD Priority Axis II Human Resources Development.  
 
The duration of the Project implementation is from October 1, 2006 to August 31, 2008.
 
The aim of the Project is to ensure a proper performance of the implementing institution’s functions assigned to the Agency for the administration of measures provided for by the SPD Priority Axis II Human Resources Development. 
 
Goals of the Project are:
  • to improve the competence of the Agency’s employees performing the evaluation and administration of the ESF projects;
  • to ensure proper working conditions for the Agency’s employees performing the evaluation and administration of the ESF projects by fitting-out necessary workstations, acquiring the devices and equipment, and renting premises necessary for work;
  • to ensure an efficient and quality evaluation of projects;
  • to make arrangements for and implement the supervision and inspection of the ESF projects being administered.
Scope of the Project Activities involves:
  • strengthening and improvement of the employees’ competences and qualifications;
  • fitting-out of new workstations, acquisition of necessary devices and work equipment, rent of premises, making necessary arrangements for public procurement; 
  • selection, training and fixed-term employment of project experts-verifiers; 
  • evaluation and screening of applications;
  • administration of the ESF projects;
  • arrangement of the project on-the-spot verifications.
 
At the moment within the frames of measure 5.2 Programme Publicity and Evaluation of Priority Axis 5 Technical Support of the Single Programming Document of Lithuania 2004-2006 the Agency is implementing the project on Technical Support for the Publicity of the EU Structural Fund Aid for the Development of Human Resources and Arrangements for the Programming Period 2007-2013 No BPD2004-ESF-5.2.0-03-05/0018.
The aim of the Project is to make potential project drafters and developers of the projects being administered so far familiar with the prospects for the financial support from the Structural Funds within 2007-2013, as well as to assist them in gaining and developing their practical skills and provide with quality consultancies on the ESF project management, and to inform about the structural funds’ support.
 
Goals of the Project are:
  • to assist potential project drafters in gaining and developing their skills in development of the quality ESF projects;
  • to provide project developers with consultancies on project administration and drafting;
  • to assist project developers in gaining and developing their skills in arrangement of practical seminars on specific project administration issues;
  • to ensure an effective dissemination of the information on the ESF programmes via relevant publications covering the ESFA activities and ESF programmes, production of representation gifts, and translation of the information provided on the ESFA website into English.  
Scope of the Project Activities is:  
  • informative events;
  • training approaches for potential applicants;
  • door open days;
  • compilation and production of different publications;
  • training for project developers;
  • upgrading of the ESFA website;
  • production of representation gifts.
